John Owens

John Owens is the director and founder of JOPL. John formed JOPL in 1995, after recognising a need among Australian businesses for practical and economical risk management consultancy.


With industrial relations, insurance, risk management, auditing and systems development experience spanning over 40 years, John brings an unmatched wealth of knowledge to his clients, providing support which recognises the complexity of organisational management in an ever-increasing legal context.

Phil Groves

Phil Groves is the General Manager of JOPL. Phil joined JOPL in 2016, and specialises in developing and implementing practical Health, Safety, Environment, and Quality management systems. With his background as a solicitor, Phil brings a ‘legislative compliance’ focus to his work, supporting clients across a broad range of risk areas. Philip’s academic career sees him teach sociology as a sessional academic, with his research work focused on workplace bullying and psychological workplace health.

Career Overview

  • Developing and implementing Health, Safety and Environment systems for organisations in the Health Care, Importation, Entertainment, Fuel Distribution, Construction, Warehousing, Retail, and Engineering Industries (JOPL, 2016-2017).
  • Conducting AS4801 audits and risk assessments for a range of different organisations across a wide variety of industries including warehousing, automotive sales and service, retail, health care, manufacturing, and construction (JOPL, 2016-2017).
  • Preparing a plaintiff affidavit in an International Mining Arbitration, identifying and collating over 500 annexures (2015).
  • Preparing a defendant affidavit in a Supreme Court breach of director duties action; undertaking discovery of over 20,000 documents and identifying an ultimately successful litigation strategy (Gillard Consulting Lawyers, 2014).
  • Coordinating the health and safety of a large not-for profit organisation, developing and implementing relevant WHS policies (The Benevolent Society, 2010-2013).
  • Conducting a full AS 4801 internal audit program across 70 NSW sites (Tabcorp, 2009-2010).
  • Supporting high level strategy in managing work injury damages and workers compensation claims, including drafting statements, preparing evidence, and liaising with insurance companies and investigators (Various, 2008-2017).
  • Managing a portfolio of complex psychological workers compensation claims, achieving significant premium reductions for several large Australian organisations (2007-2009).

Tom Wardlaw

Tom Wardlaw is a Senior Consultant at JOPL. Tom has worked with JOPL since 1999, and specialises in developing and implementing practical Health, Safety, Environment, and Quality management systems Tom is also a Lead Auditor, with a wealth of experience in developing and auditing HSEQ systems. With an engineering background, and extensive senior management experience, Tom brings exceptional technical and quality-focused skills to his clients. Tom specialises in developing practical HSEQ systems designed to achieve 3rd party certification, and supports clients to improve their quality management systems and understand organisational risk.

Ian McDonald

Ian McDonald is a Senior Consultant at JOPL. Ian has worked with JOPL since 2004, and specialises in Management System Auditing, including AS4801, NSW Government “WHS Management Systems & Guidelines” and ACT Government Active Certification audits. With a background in mechanical engineering, complemented by 19 years as a WorkCover NSW Safety Inspector and nearly 20 years developing and auditing safety systems, Ian brings a wealth of industry-specific knowledge to his clients.

  • Lead auditor supporting the ACT Government to develop and implement their Active Certification process (JOPL)
  • Self Employed WHS Consultant / Auditor – Developed and Facilitated Implementation of WHS Management Systems for a wide range of clients. Ian has developed several unique processes to support clients’ needs e.g. Hazard Identification and Risk Register process, Operational Assessments for Plant items, and Confined Spaces solutions (IMAC 2004 –present).
  • Senior Inspector and operated across a broad area of industries including: Factories, Construction Work, Cleaning Industry, Rural Industry, Major Hazard Facilities. Lead Auditor of Self Insurers for the WorkCover Audits Unit (WorkCover NSW 1985-2004)
  • Mechanical Technical Officer / Contract Supervisor – Specialising in major shut-down work for many of the Steelworks’ Departments (BHP Newcastle 1968-1985).

Allan Tomkins

Allan Tomkins is a Senior Consultant at JOPL. Allan joined the JOPL team in 2015, and specialises in AS 4801 safety auditing. With a background in an Engineering Trade, over (10) years as a WorkCover NSW Inspector and Manager, senior management experience in the insurance industry, and high-level corporate safety management experience, Allan brings an eclectic mix of skills to support his clients in navigating complex health and safety issues.

  • Managed a Group of companies (over2000 employees), Work Health Safety and WorkCover ensuring new Stations integration and achieving a premium and claims frequency reduction of 50% in 4 years. (Nine Entertainment Co 2010 – 2014)
  • OHS Management of multi- disciplined team of WorkCover Inspectors and, more recently, a team of OHS Consultants. (WorkCover, Insurance Industry 1980 2009).
  • Developed and promoted successful OHS and Environmental self-assessment Software for the automotive industry in Australia and New Zealand. (CGU 2003 – 2009).
  • Developed and rolled out OHS and Environmental self- assessment Software for Rural Industries with access to over 60,000 users (CGU 2003 – 2009).
  • Site Auditing throughout Australia and New Zealand (Insurance Industry 1990 – 2010).
  • Systems development with organisations both large and SMEs in Heavy/Light industry, Construction many of whom had subsequently turned high claims experience around, with some clients attaining Work Cover awards in the process. (1990 – 2010).
  • As a trainer, trained over 500 Return to Work Co-ordinators and trained over 1000 Committee Consultation (CGU 2003-2009).

Paul Cooper

Paul Cooper is a senior consultant engaged with JOPL. Paul began working with JOPL in 2017 and specialises in coaching and career development of key team members as well as development and implementation of corporate sales strategy.

Prior to his current engagements Paul has held the following positions:

  • Director of Projects and Advisory Services managing a team of 35 people in strategic engagements for Energy Action.
  • Director of Sales for Schneider Electric Australia’s Industry business unit. This role led the commercial function nationally across a 70 person team with revenues greater than $150m.
  • General Manager for Metals, Mining and Minerals with Schneider based in Sydney
  • Director for MES Solutions role (Software and Consulting) with Schneider USA. This role was responsible for the development of the enterprise software sales, project approach and consulting strategy across the Americas.
